Responsibility:  

ප්‍රධාන කාර්යයන්:

• Active Contribution to Provincial Objectives: Actively contributing to the main objective of promoting technology in the province and developing local government, rural infrastructure, religious affairs, alternative energy, media and communication, library services, printing and technological services, public welfare and empowerment, tourism, education, and cultural and early childhood education. This is carried out with the active participation of the North Central Province Chief Ministry and all institutions and statutory bodies operating under it.

• Employee Motivation and Administration: Enhancing employee motivation to successfully achieve organizational goals by systematically updating the personal files of staff officers, other officers, and employees of the Chief Ministry and its subordinate institutions. This includes ensuring promotions are granted within the stipulated timeframes and providing all privileges and benefits due in compliance with all acts, enactments, and regulations.

• Efficient Correspondence Management: Providing an efficient public service by taking immediate action and ensuring prompt replies to urgent and important correspondence received daily by the Ministry.

Responsibility:

• Budgeting and Allocation Management: Preparing estimates under the expenditure head of the North Central Province Ministry of Chief Minister and Law and Order, Finance and Planning, Local Government, Rural Infrastructure, Special Projects, Tourism, Provincial Education, Information Technology, Engineering Construction, and Cultural Affairs.

• Fund Management: Managing and utilizing allocations granted for the financial year to the Ministry and its affiliated statutory bodies (the Library Services Board, the Development Machinery Agency, and the Early Childhood Development Authority). It also manages the capital allocations granted separately to subordinate departments (the Provincial Department of Education, the Department of Local Government, and the Provincial Department of Cultural Affairs), as well as allocations granted under special projects by line ministries.

• Financial Operations and Record-Keeping: Maintaining all accounting books, receipts, and records related to expenditure; executing payments; and maintaining bank accounts.

• Procurement and Asset Management: Handling procurement processes, managing and maintaining stores, and handling asset management.

• Financial Reporting and Auditing: Preparing financial reports and annual final accounts; maintaining files related to accounting operations; managing audit queries and coordinating with Audit Management Committees; and inspecting and verifying all receipts and payments.

Under the North Central Province Ministry of Education, there is a Provincial Department of Education and 8 Zonal Education Offices. To facilitate coordination within these zones, 30 Divisional Education Offices have also been established.

Accordingly, the primary function of the Education Division under the Chief Ministry is to review, grant approvals, and provide necessary recommendations for official matters and duties referred to it by the Provincial Department of Education.
